Applicability Rule Operator Hierarchy

I need a solution

I have an odd case. I need an application installed if the target machine is either Windows 7 or 8.1 and if it does not contain a particular Registry key value that happens to be blank. 

The root AND has an OR under it which contains two checks for the OS. That part works fine. But, I need to add a NOT somewhere that prevents the Resource from being applicable if that Registry key value is present. There are two problems here. One is that the key has a specific value name under the key that must be present, not just the key. And that value name has a blank value which CMS does not seem to allow. It must have a value of some type and double-quotes "" such as one might use in an Excel formula doesn't seem to work. But forget about that for a moment. We tried putting the NOT under the root AND, we also tried moving it to under the OR that was under the root AND. I'm not finding mush help on using mutliple operators like this with a Google search either. There seems to be few people using Applicability for much beyong 32 or 64 bit platmorm checking. 

Of course, this project was needed "yesterday" so we had to end up doing something scripted instead of utilizing native CMS rules. But there should be a way to do a more complex applicability check within a rule.
