Filter for users WITHOUT a certain software install

Using CMS 7.5 SP1 HF4.

We have about 4500 CEM clients and they call have administrator rights (yes i know).

Here is the situation, we need to deploy a specific version of Java, 8u25 specifically.

What is the easiest way to make a filter to find all computers that DONT have java 8u25 installed? I can only find ways to make filters based on users that have a certain software installed at a certain version (above or below).
